Ms. Rosenberg has lived and worked in the Phoenix metropolitan area since 1980, earning a high regard for her expertise in urban planning, land development and public policy issues.  Her professional experience includes: preparing complex rezoning applications and detailed presentations for development entitlements; researching and analyzing municipal and county zoning ordinances, codes and development standards;  managing the approval  process for zoning,  general plan amendments, variances  and  use  permits; soliciting bids, selecting and managing consultant teams;  performing due diligence research; and facilitating neighborhood and community outreach and consensus‐building through organized message campaigns, community meetings, and grassroots activities.  She has also served as project manager in the redistricting processes for the City of Phoenix and seven Arizona counties and performed geo‐demographic analyses and assessments for social service agencies including Pinal Gila Head Start and First Things First Central Phoenix Region.
